You can do this in two ways.Make your own subs or convert an original english subtitle file to your language.I'll show you how to do the second method.You need the original english or hindi(if you are using a bollywood movie) subtitles file first.

You can either download this from subscene or you'll get it with the copy of movie.IF you're downloading it make sure it matches your movie file's fps.If it is different you'll get a big latency while playing the subtitle file.Usually movies are released as 480p,720p and 1080p editions.So it's easy to  know the fps.If you have a 480p movie download subtitle file with 480p in its name.

Converting the subtitles file into your language
You need UNICODE on your computer first.Download it from internet if you don't have.You need the editon for your language or use Google input tools.I recommend you to use Google input tools.You may see it much easier with it to type your language.As I'm a Sri Lankan I'm using Sinhala,but you can use your own language.
Open notepad or any other text editor.Drag and drop the subtitles file in the editing area.You'll see something like this.

Now we need to edit this.DO NOT CHANGE THE TIME PHRASES OR NUMBERS.
Just edit the subtiles.You have to translate the english subs in to your language and retype it. .The hard part is you have to do this to the whole subtitle file.But if you do this right and publish this subtitle for free you'll get a great number of download hits and as a social worker you can be satisfied with feedbacks that you receive.
How to translate subtitles


The Google input tools may make it easier.That's why I recommended you that.
After you've done editing go to File>Save As and save it with a different name and make sure the file name has .srt or the subtitle file extension you used.You can use the subtitles file as a normal one.Just load it while playing the movie.
If you want to use designs such as bold,italic,underlined and colored texts.I recommend you to use a third party software called AegiSub.You can do the same process with this software easily.And of course if you are making a new subtitles file this software can be used.
